Abstract

This study examines the Netherlands’ integration policies within the framework of John W. Berry’s acculturation theory. The historical development of integration policies in the Netherlands is based on the recruitment of temporary guest workers from various countries after the Second World War for economic development purposes. After this period, which covered the 1960s and 1970s, it became clear that these guest workers would remain permanently. The sociocultural problems that emerged as a result of this permanence, as well as the migration policies developed to address these issues, gave rise to a multiculturalism approach. From the 1990s onward, a transformation process unfolded toward citizenship-based assimilation policies. In this study, this transformation process is examined within the framework of Berry’s four acculturation strategies: integration, separation, marginalization, and assimilation. Berry’s theory was selected not to explain political shifts and structural factors emerging at the macro level, but to enable a period-based analysis of the Netherlands’ integration policies. For this purpose, the study first addresses the Netherlands’ historical migration policies, followed by an explanation of Berry’s acculturation model. Then, Dutch migration policies are analyzed through the lens of acculturation theory. This analysis shows that, by examining the Netherlands’ migration policies across different periods, there was a shift from policies supporting the separation strategy toward those promoting integration. However, after this brief period, it is argued that the policies implemented aligned more closely with assimilation strategies.
