Abstract

Public policy is the choice of the political power / government to do or not to do something. Public policy analysis is the multidisciplinary process of eliminating public / social problems and explaining a public policy by utilizing disciplines such as Public Administration, Law, Economics, Social Science. With public policy analysis, it is tried to determine why, why and how a public policy is created by the political power and whether this public policy affects the lives of citizens (if so, how it affects them).

Public policy analysis models are divided into five. These are group model, institutional model, elite model, (political) system model and process analysis model. The process analysis model consists of the stages of agenda development, formulation, enactment, implementation and evaluation. The implementation phase of process analysis is the phase in which a public policy is put into action by the political power or responsible institutions.

This study will examine the implementation phase of Law No. 6360, which was enacted in 2012 under the title “Law on the Establishment of Metropolitan Municipalities in Thirteen Provinces and Amendments to Certain Laws and Decrees with the Force of Law” and amended in 2013 as “Law on the Establishment of Metropolitan Municipalities in Fourteen Provinces and Twenty-Seven Districts and Amendments to Certain Laws and Decrees with the Force of Law” within the framework of process analysis.
