Mavi Ekonomi terimi ilk olarak 2012 yılında Rio+20 Konferansı’nda, diğer adıyla Birleşmiş Milletler Sürdürülebilir Kalkınma Konferansı’nda (United Nations Conference on Sustainable Development -UNCSD) ortaya çıkmıştır, ancak kökeni 1992 Rio Dünya Zirvesi’ne kadar uzanmaktadır. Bazen Mavi Finans olarak da bilinen okyanus finansının odak noktası, okyanusla ilgili iş girişimlerine yönelik yatırımlar için sermaye arzı ve talebidir. Okyanus finansının odak noktası, okyanusla ilgili yönetişim ve ekonomik faaliyetlere yönelik yatırımları finanse etmek için para arzı ve talebidir. Bu çalışmada küresel iklim krizi sayesinde popüler hale gelen sürdürülebilirlik kavramı ile birlikte ön plana çıkan mavi ekonomi ve mavi ekonominin önemli bir alt bileşeni olan mavi finans kavramı hakkında temel bilgiler ve güncel gelişmeler hakkında bilgi verilmektedir. Bu bağlamda mavi tahvil ve mavi kredi gibi en yaygın ve bilinen mavi finans araçları açıklanmaya çalışılacak, mavi finans literatürü hakkında son yıllarda yapılan belli başlı çalışmalar aktarılmaya çalışılacaktır.
