PARA POLİTİKASI, MERKEZ BANKACILIĞI VE YOKSULLUK: UZUN DÖNEMLİ BİR İKTİSAT TARİHİ ANALİZİ
MONETARY POLICY, CENTRAL BANKING AND POVERTY: A LONG-RUN ECONOMIC HISTORY PERSPECTIVE

Bu çalışma, para politikası ve merkez bankacılığının tarihsel gelişimini yoksulluk olgusu ile birlikte ele alarak, iktisat tarihinin uzun dönemli perspektifinden bütüncül bir değerlendirme sunmayı amaçlamaktadır. Para düzenlerinin dönüşümü, devlet maliyesinin ihtiyaçları, finansal krizler, altın standardı rejimi, savaş ekonomileri, Bretton Woods sistemi ve neoliberal finansallaşma süreçleri, yoksulluğun hem biçimini hem de derinliğini belirleyen temel unsurlar olarak ele alınmaktadır. Makalede üç tarihsel dönem incelenmiştir: erken dönem para düzenleri, klasik merkez bankacılığının yükselişi ve modern dönemde finansallaşmanın etkileri. Bulgular, para politikasının teknik bir araç olmanın ötesinde, toplumsal güç ilişkilerinin ve ekonomik kurumların evrimiyle yakından bağlantılı olduğunu göstermektedir. Yoksulluğun tarihsel olarak nasıl üretildiği ve yeniden üretildiği, para politikası kararlarının toplumsal sonuçları üzerinden tartışılmaktadır. Çalışma, merkez bankacılığının tarihsel rolünü yeniden düşünmeye ve yoksullukla ilişkisini daha geniş bir kurumsal çerçevede değerlendirmeye katkı sunmaktadır.
